in the tour de france, if a rider has a flat tire, can he take a teamate’s bike and continue?
or does he have to wait for the team car to get to him to change his tire or give him a new bike?
The answer to your question is YES they can. Many times a rider has crashed and his bike was so damaged it could not be used. If the team car is far back, his teammates can volunteer their, bike or wheel so the team captain (leader) can continue. The teammate them wait for the team car to come while teams top rider uses his bike.
A rider can also get assistance directly from the team car if it’s nearby.
For a flat tire, a rider would never trade bikes, because the bike was rigged for him, but they could trade wheels if it was necessary. That would take a few seconds.
